I does appear to be the Livonian horse, now balancing on one hoof (!) and with the heads perhaps from the LT Huns?
I'd still like to know about the horned saddle - I've tried doing one from putty, but it's very fiddly and a bit fragile...

@bilsonius: As Bluefalchion and Ben90 said, The horse is from Zvezda Livonian Knights~the horned saddle is the iron wire adds on putty~You need to insert the iron wire first~It would not be so easily broken anymore~ And the heads are from HAT 7015 Robin hood~inexhaustible supply of head~ ;-)

Have been painting a lot of celts myself, needless to say they look nowhere near as good as this. Will definitely use the technique for painting the plaid. I also need to learn your patience!
