I would echo all Chris says about the flags - my process entirely. Napflags wasn't coming up online when I did the Highlanders but I just checked and it is back. It's a great resource, although mostly they are Waterloo flags and often need a bit of tweaking. Sometimes I take the emblem from Napflags and Photoshop it onto a flag with a bit more character.
The only other thing I have taken to doing, with the British anyway, is sculpting the gold cord that is tied to the top of the pole. It's a simple sculpt, some two part modelling compound rolled out and twisted and then frayed at the ends. Flagpoles are just a stiff wire with the tip hammered flat and snipped off to give them a point.
