The thing with Carthage during Punic Wars was that it had a lot of money (and I mean A LOT) and not a huge population. In practice it meant hiring mercenaries from all over the Mediterranean to fill the gaps.
Many of which were of Celtic, Germanic or Celtiberian origin. The cheering barbarians from the set are most likely such allies.

. I spent literary hours removing them with mixed success. It's the first time I had so much trouble with them. On the other side, the mould quality is rated 8/10 on PSR, so it might have been just a bad luck with my copy of the set.
